Driver Safety Procedures, Driver Qualifications

In a continuing effort to ensure the safety of our consumers and to protect the interests of the Richmond Behavioral Health Authority (“Authority”), the following policy has been implemented. In this initial implementation, all employees will be required to sign an authorization form to allow the Authority to access their driving records electronically through the Virginia Department of Motor Vehicles. The Human Resources Department will communicate the method of obtaining the authorization form to all employees. Please read the policy below carefully.

Policy Change by Executive Order Effective October 15, 2008

POLICY: Driver Safety Procedures, Driver Qualifications

  • To operate an Agency Vehicle, an employee must have an unrestricted licensed to operate a motor vehicle in the Commonwealth of Virginia and be authorized to operate that vehicle in any other jurisdiction into which he/she may travel on business forRBHA.  Some positions with RBHA require that the employee has a valid driver’s license and an acceptable driving record as a condition of employment. In the event an employee does not meet these criteria, at any time during the employee’s employment,RBHA may at its discretion, reassign or terminate the employee. 
  • Employees that may during the course of their employment operate an Agency Vehicle shall be required to present a copy of their current driver’s license upon hire and complete the driving record authorization form, provided by RBHA.  Completion of this form allows RBHA to receive information regarding the employee’s driving record, including automatic offense updates, directly from the Department of Motor Vehicles.  Failure of the employee to complete this form will render the employee automatically ineligible to operate an Agency Vehicle, which may result in disciplinary action, up to and including termination.
  • The Human Resources Director is the final arbiter of an employee’s eligibility to operate an Agency Vehicle.  The Human Resources Director, in conjunction with RBHA insurers, shall consider the following criteria when determining eligibility to operate Agency Vehicles: number of violations, patterns of violations, accidents, nature of violations, and how recently the infractions occurred. Additionally, any employee with a Driving Under the Influence (DUI) or reckless driving conviction, a suspension or revocation of a driver’s license, or more than minus five (-5) points on his/her driving record within the past five (5) years shall not be permitted to operate an Agency Vehicle.  Those employees determined ineligible to operate an Agency vehicle will be notified in writing by the Director of Human Resources and may be subject to disciplinary action, up to and including termination.

In the event that an employee’s privilege to operate an agency vehicle in the Commonwealth of Virginia is restricted, suspended, or revoked the employee must notify the Director of Human Resources immediately. Failure to meet this requirement will result in disciplinary action, up to and including termination.
