Mission:

RBHA enhances the quality of life for the people of Richmond by promoting and providing quality behavioral health and developmental services that are available, accessible, and cost-effective.

Intellectual Disabilities Services

After School Services

After School services are provided by agencies contracted with RBHA. The services provide structured recreational and leisure opportunities, both in the community and center based, for school aged persons with intellectual disabilities.  The program assists school aged persons with special needs in increasing their socialization skills.

Early Intervention

Early Intervention services are designed to meet the needs of infants and toddlers (birth through the age of 2) and the needs of their families, as these needs relate to enhancing the child’s development.  The case manager
in the Intellectual Disabilities division conducts a developmental screening, completes an Individual Family Service Plan and coordinates services.

  • Family Support

Waiver Eligibility Determination

Waiver eligibility determination is the process of determining if an individual is eligible to receive the Home and Community Based Mental Retardation Waiver.  An individual is determined eligible by his/her case manager through the administration of a Level of Functioning (LOF) Survey.    

The individual is considered eligible for Mental Retardation Waiver services based on three factors:

  • Diagnostic Eligibility – Individuals six years of age or older must have a psychological evaluation completed by a licensed professional that states a diagnosis of mental retardation and reflects the individual’s current level of functioning.  Individuals under the age of six must have a psychological or standardized developmental evaluation that states that the child has a diagnosis of mental retardation or is at developmental risk and reflects the child’s current level of functioning.
  • Functional Eligibility – All individuals receiving MR Waiver services must meet the ICF-MR (Intermediate Care Facility – Mental Retardation) level of care.  This is established by meeting the indicated dependency level in two or more categories on the “Level of Functioning Survey.”
  • Financial Eligibility – An eligibility worker from the local Department of Social Services determines an individual’s financial eligibility for Medicaid.  Some individuals who would not ordinarily qualify financially for Medicaid may be eligible by receipt of Mental Retardation Waiver Services.  

In order to receive Mental Retardation Waiver services, the individual must meet the eligibility requirements and a “slot” (an opening of Waiver services available to a single individual) must be available.
