Program of Assertive Community Treatment (PACT)
What is PACT? ——————————————————————
The PACT team is a group of qualified mental health professionals whose mission is to partner with consumers to help them live successfully in the community. The team consists of a supervisor, case managers, substance abuse specialist, vocational specialist, clinician, peer specialist, nurse, and a psychiatrist. PACT staff works 7 days per week and are available after hours for crisis consultation.

What does PACT do? ————————————————————
The PACT team helps consumers identify individual goals that are aimed at recovery and success in the community. Services may include:
- finding safe, affordable housing
- managing medications
- getting and maintaining employment
- making connections in the community
- scheduling and keeping medical and dental appointments
- meeting consumers in their home to conduct psychiatric and nursing visits
- teaching and assisting with independent living skills
Inquiries about referring consumers to this program should be directed to the Intensive Services Supervisor in the Adult Mental Health Division.
Supportive Living Program
The goal of the program is to provide consumers with the opportunity to increase their independence in the community by offering affordable housing paired with Mental Health Support Services. Consumers will be working toward obtaining their own housing, while participating in this program.
As space permits, participants may live in a 1-bedroom apartment or share a 2-bedroom apartment with a roommate. Apartments are leased and furnished by a vendor contracting with RBHA and are subsidized and monitored by RBHA.
All participants will initially qualify for and participate in Mental Health Support Services. For information about the support services, please see Mental Health Support Services.
Consumers are encouraged to speak with their Primary Service Provider about being referred to this program.
Grace House
Grace House is an intensive residential program for adults with serious mental illness or dual diagnosis who are at significant risk of returning to an institutional setting. Consumers live in a structured rehabilitative licensed Assisted Living Facility. Supports and services are provided by licensed RBHA clinical staff, a psychiatrist, nurse, and facility staff. The housing and some services are provided by vendors contracting with RBHA.
Within a safe, sanitary, secure, and hospitable environment, consumers will have access to:
- instruction on daily living and independent living skills
- recreational and social activities
- transportation
- medication administration
- routine evaluation by program psychiatrist
- behavioral monitoring and programming
- clinical case management and crisis intervention
Inquiries about referring consumers to this program should be directed to the Intensive Services Supervisor in the Adult Mental Health Division.
Homeless Services
The Adult Mental Health Division receives funding to operate two homeless outreach programs, one targeted at homeless families residing in partnering agency shelters and one targeted at single individuals who are homeless or at-risk of homelessness, and have a mental illness.
Families seeking services through the Residential Support for Homeless Families program must be referred through CARITAS, the YWCA Shelter, HomeAgain Inc, or the Salvation Army.
Individuals seeking assistance may contact the PATH Outreach Worker by calling the main number at 804-819-4000. Walk-ins are welcome at the 107 South Fifth Street location during normal business hours.

Adult Mental Health Consumer Advisory Council
The Adult Mental Health Consumer Advisory Council (AMHCAC) grew out of the division in 2007 with the mission of providing “a voice for those without a voice.” The AMHCAC is charged with enhancing the efforts of the division to focus on recovery and person-centered planning.
The Council is currently comprised of volunteers who identify as consumers of mental health services at RBHA. New members are welcome and are encouraged to speak with their Primary Service Providers for more information.
